2023–24 Educator Effectiveness Funds (EEF) Report

The 2021 California state budget allocated $1.5 billion for the California EEF Block Grant Program. This program provides funds to local education agencies (LEAs) such as county offices of education, school districts, charter schools, and state special schools to provide professional learning and to promote educator equity, quality, and effectiveness. Funds can be expended for up to 10 purposes listed in the statute, which include opportunities to thoughtfully use funds to recruit and retain teachers for a more diverse teacher workforce. Allowable uses of funds are specified in Section 22 of Assembly Bill (AB) 130 (Chapter 44, Statutes of 2021) and amended by Section 9 of AB 167 (Chapter 252, Statutes of 2021) and Section 18 of AB 181. The EEF may be expended during the 2021–22, 2022–23, 2023–24, 2024–25, and 2025–26 fiscal years. An annual data and expenditure report will be due each year on or before September 30.
