The Elementary and Secondary Education Act (ESEA), as reauthorized by the Every Student Succeeds Act (ESSA), Title III, Part A, requires each Title III English Learner Program subgrantee to report on the language instruction educational programs (LIEPs) and activities related to the teaching and learning of English learner students (20 United States Code Section 3121(a) and 3122(a-b)).

The report questions concern the implementation of LIEPs and activities related to the teaching and learning of English learner students in your local educational agency (LEA) during the 2022-23 school year, whether or not paid for with Title III funds. Agencies that were the lead LEA of a consortium during 2022-23 are required to submit a separate report for each LEA in the consortium.

This report should be completed by the person assigned to oversee the Title III language instruction programs in your agency.
